“Turboatom” submitted its proposals for the Development Strategy of Kharkiv region for the period 2021-2027

JSC “Turboatom” presented its proposals for the Development Strategy of the Kharkiv region for the period 2021-2027 at the first meeting of the working subgroup “Development of industry on an innovative basis”, which took place on January 16, 2020.

The subgroup, which is developing the industry block in the overall Development Strategy of the Kharkiv region, is formed of the leaders of the largest industrial enterprises, rectors of higher educational institutions, representatives of government and public organizations. The head of the subgroup is Viktor Subotin, the General Director of “Turboatom”, the coordinator from the Kharkiv Regional State Administration and the head of the Industrial Development Department, Volodymyr Mishchenko. The meeting, during which the strategic and operational goals of industrial development were formed until 2027, was held by Mark Becker, Advisor to the Chairman of the Kharkiv Regional State Administration.

The proposals for the Development Strategy during the meeting of the working subgroup were voiced by the Chief Engineer of “Turboatom” Grygoriy Ishchenko. In particular, “Turboatom” suggested that state enterprises, based on the results of their financial and economic activities, establish a basic norm for deducting part of the profit and part of the profit allocated for the payment of dividends on the state share in the amount of not more than 30%. This level of dividends is explained by the fact that enterprises should be able to develop and create working positions.

Also among the proposals: to carry out the reconstruction of 11 power units of Zmiivska TPP by replacing turbines with new types K-225-12.8 and K-330-23.5 with an increase in their power, efficiency and reliability; when determining winners in procurements, introduce a mechanism for applying conditional percentage discounts in the amount of not less than 20% for national producers; for the participation of national manufacturers in tenders, procurements, competitions, etc. attract government guarantees; to develop and manufacture energy products for thermal power plants, nuclear power plants and hydroelectric power stations according to the import substitution scheme in Ukraine.

In the case of attracting credit funds of international financial institutions for procurement, “Turboatom” proposed at the legislative level to introduce an obligatory share of the national producer at a level of at least 50% of the total purchase price.

During the meeting, speeches were made by the Director of the SE KhMB “FED” Dmytro Leonov, Director of the SE “NIOCHEM” Iryna Dovgaliuk, Director of the Giprokoks Institute Viktor Rudyki, Executive Director of the Association of Employers “Granit” Oleksandr Kolesnykov, Head of the Permanent Commission of the Regional Council for Industry Mykola Bielov and other members of the working subgroup.

4 main areas of work were identified:

  • the development of highly profitable industries and production “for export”;
  • activation of innovative processes in the industrial complex, high technology, digitalization and Industry 4.0;
  • of new forms of integration of business-clusters, industrial and science parks. Of particular interest are industrial parks of the Brownfield type, which intend to use the existing but unused production sites at large enterprises in the region;
  • preservation and development of human resources, reorganization of vocational training.

The adoption of the Strategy will make it possible to attract additional financing to the region from the Regional Development Fund, create conditions for the development of real support mechanisms at the regional and state levels, and will facilitate the influx of investments in the regional industrial complex.
